MSF Funding Policy

Independence Earned Through Responsible Funding

Our funding structure protects neutrality. Private support, free from institutional or political influence, enables MSF to act solely based on medical need, without discrimination or external agendas.

Predominantly, privately donated funds maintain independence from state agendas.
No direct government funding ensures our choices remain solely medical and humanitarian.
Funding decisions rooted in neutrality, non-discrimination and medical ethics.

Allocation

Resources distributed with purpose and discipline

Our financial allocation reflects MSF’s responsibility to act efficiently while maintaining the capacity to respond rapidly to medical emergencies. Funds are prioritised for humanitarian action, with administrative and fundraising costs deliberately limited to preserve operational integrity and independence.

86% of total expenditure supports humanitarian activities, including medical care, emergency response, logistics, and patient support services.
Only 14% support management and fundraising, ensuring governance, accountability, and sustainable growth without compromising frontline delivery.
Reserves are maintained to cover 3–12 months of annual expenditure, enabling immediate deployment during crises without waiting for fundraising cycles.
